GTR2 View Problem

I am having an issue with GTR2 freshly installed. I am using a Logitech Dual action gamepad. I can look around, but the view always centers back to look like this:

Can anyone help me here? I have installed patch 1.1

Note: I only experience this when I use the logitech controller.
