See the hotlaps menu above.
Click hotlaps >> GTR2 >> FAQ and Rules. This wil explain what is allowed and what is not allowed (cutting/mods/skins etc)

When you have a time you want to submit click hotlaps >> gtr2 >> Submit times, and enter you laptime and upload the .vcr file.
