As far as I know this only works with the disc version of the game.you have to start the online game and create a profile first.
Then download your tracks and extract the data from the zip file
Then go to your steam folder and open the steamapps folder inside that
you will find a folder with your profile name on it go to the race07 folder inside that and paste in the the extracted gamedata and uidata folders from your downloaded track. please email me if this works on your machine
also create a folder called music in the same directory and import your own music into that file and it will play in game.
