There is a fansite page http://www.colinmcrae.110mb.com/dirt2.htm
There is DiRT 2 mods/tools/hints section and when you open it, there is Official DiRT 2 Tour Guide offered for download.

Many other stuff there as well, but as far as i know this is the only place where you'll find the manual (http://www.colinmcrae.110mb.com/DiRT%202%20Tour%20Guide%20(English%20Manual).zip).

If you're using firefox, try onpening it in internet explorer.
Since this is very useful manual and people having trouble opening the page, i hope the site owner wont mind me attaching it here.
