I can't heel-and-toe with this set (http://www.act-labs.com/productimages/947_L.jpg) because depressing all 3 pedals at once causes the unit to flip forward. I was thinking of buying a suitably-sized board (1/2 inch thick), putting in a couple of big screws, and sliding the unit onto the screws via the holes in the bottom just to stabilize the unit and keep it from flipping (the holes in question are rectangular 1 inch by 1/2 inch big, tho there are also four screw holes I could use for a more involved project). If anyone has any better ideas please let me know.

Sounds good.
-Move the tipping point forward by adding a, log enough extension of the base.
A wooden board will do fine, as would two metal or wooden bars.
-Add weight to the back to counter the forwards moment.
Have a board extend to the back and place something heavy on it.
You could use existing screwholes to connect the board.
If that won't work you can drill holes yourself then tap screwthread into it or use rivetnuts.
You could also add metal L beams to the sides with poprivets.
