How do i edit the top speed and acceleration, nr of gears, etc..?

i've searched the teams folders but i dont find it.

do i need a special program?

an example open C:\GTR2\GameData\Teams\GT\Lamborghini Murcielago and then open Lamborghini_V12.eng file in notepad
