LOL..it was in this one that I picked....

GrandPrixName = Jarama-GP V2.0
EventName = Jarama
VenueName = Jarama-GP
Location = Jarama, Spain (Madrid San Sebastian de los Reyes)
Length = 2.392 Miles/3.849 Km
Circuit type: Permanent road course
Attrition = 30
Track Record = 1:13.754, Jacques Laffite

RacePitKPH = 80
NormalPitKPH = 80

TestDayStart = 11:00
Practice1Day = Wednesday
Practice1Start = 11:00
Practice1Duration = 80
Practice2Day = Thursday
Practice2Start = 11:00
Practice2Duration = 80
Qualify1Day = Friday
Qualify1Start = 10:30
Qualify1Duration = 80
Qualify1Laps = 20
Qualify2Day = Friday
Qualify2Start = 14:00
Qualify2Duration = 80
Qualify2Laps = 20
WarmupDay = Saturday
WarmupStart = 10:00
WarmupDuration = 45
RaceDay = Saturday
RaceStart = 14:00
RaceLaps = 115
RaceTime = 180
RaceTimeScaled = 180
Attrition = 30

So maybe you have to add it or maybe there is a default in the HDC / ENG file? if not specified. But I always thought is was controlled by the track, as they are different from track to track (the addons)

EDIT, upon further review, it is only in the track GDB.

If I follow you, you mean:
RevLimitRange=(7000.0, 100.0, 7)
RevLimitSetting=2

the red number should be "1"
correct?

The rev limit you are refering to is the total revs that motor can attain.
7,000 is the minimum, with 100 rpm increments, and the (7) is the amount of times you can click or change it. In this case max rpm would be 7,600 (one is lost so even though it has 7 in the adjustment field, you only get 6)

Copy from a GTL engine file, which has notes....

RevLimitRange=(7000, 100, 5)
RevLimitSetting=2 (this is the default setting)
RevLimitLogic=150 // RPM range around current setting where rev limiter operates
RevLimitAvailable=1 // whether to use a rev limit (if 0, you still must have a "rev limit", just make it 40000 or so, and make sure to change [CONTROLS]->UpshiftAlgorithm to fix shifting points)
